The purpose of CSCA is to provide an opportunity for the officers, directors, and staff of the southern county associations to share mutual political and policy concerns with their counterparts throughout the southern regions. The Conference of Southern County Associations (CSCA) is a non-profit organization representing 15 States, over 1381 counties and thousands of local government officials throughout the Southeastern United States. The basic objectives of CSCA are:
The CSCA membership as approved include the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia. The CSCA Board of Directors is composed of the respective State Association Executive Directors.
The Conference of Southern County Associations represents approximately 1381 counties in fourteen contiguous states. (NOTE: For the proposed CSCA Gulf of Mexico Committee, CSCA invited the State of Louisiana to join the initiative.) Since there are 3,107 counties in the nation, the CSCA region represents just over 45% of the nation's counties.
- Information Exchange and Staff Development - to serve as a forum for the exchange of comparative research and information among participating associations and to facilitate staff development through cooperative sponsored training and education programs.
- Policy - to establish a cohesive, effective voice for a stronger federal-state-local partnership and relationships in the region in the development and implementation of county policy issues particularly on the evolving role of local governments.
- Regional Relationships - to work with other regional bodies, including state legislators, federal regions and municipal groups to address problems of joint concern.
- Research - to provide a mechanism for carrying out research and information development on a regional basis on issues of mutual concern.
